+2. Added cmd entry rate limiting. If a user sends X commmands in Y secs then
+   they are disconnected without notice. The defaults are X 
+   ($DXCommandmode::maxcmdcount) = 16 and Y ($DXCommandmode::cmdinterval) = 9.
